They *seem* to be trying to prevent a permanent underclass. Do you
think they shouldn't? Or, if they should, how should they go about it?

Yes, that seems absurd. But is a permanent underclass the tradeoff?

I'm careful when speaking of "rights", if only because they have so many
alleged sources -- and hierarchies of sources. But, yeah, being a
landlord sounds like a dicey proposition here.
