A cold shower would be an impossible luxury in Phoenix.

Somebody needs to make water chillers for your area to be used exactly
the way water heaters are used in other climates except that they would
chill the water rather than heating it.

The closest we have to that is aerators for swimming pools and misters for
patios both of which just spray water into the air because dry heat is much
more insufferable than wer heat.

Somehow they make ridiculously cold water for the cold plunges in gyms. I
have no idea how that system works…

It is?? Southern Ontario is almost inevitably humid when its hot and
frequently appallingly so. The only time I've ever really been in dry
heat was the week I spent in LA in early October 1992. I remember
getting tickets for a TV taping of a Wings episode and standing outside
for a couple of hours waiting to be let in. I also remember that it was
bright and sunny and that the temperatures in LA that day varied from 79
in Santa Monica to 107 in the Valley. I have no idea what the
temperature was in the line outside the TV taping (I think it was on
Gower) but I was surprised at how much more comfortable it was to be
outside on a hot day *without* the humidity.

Mind you, I might not have felt so comfortable in 110 or 120 degree
temperatures!

There are probably many ways to chill water but I'm not sure which of
them are cheap enough to be practical for home or institutional use.

You haven't seen the commercials for Arctic Air Pure Chill coolers,
they're even available at Walmart.

Indeed - it's one of the few places in the world neighbors don't think
you're loco if you own both a snowblower and a home based A/C system.

My firstborn was born in Pickering and in her first two weeks of life
my mother in law pretty much ordered my wife to put her on bottle
feeding as she was not initially gaining weight - this was a daughter
born in July....
