The bad guys don't need the proper materials. All they need is an
explosion and the resulting panic.

Imagine an explosion like the in 95 in Oklahoma City but with just a
small amount of radioactive material added. Not enough to actual
represent a threat but enough that it is detected and so gets
mentioned in all of the reports. That sort of thing would spread like
wildfire in today's social media and it would quickly morph into a
discussion of just how likely it is that anyone exposed will be unable
to have kids or is going to get cancer or any number of other things
that just aren't possible, except in people's imagination.
