Your post is so deranged that it's hardly worth rebutting. The cop
didn't pull the kid over; the kid was parked, eating a hamburger, when
the cop suddenly wrenched the car door open without announcing himself
or his intentions. The kid had done nothing wrong; the cop thought the
car looked like one that he claimed had given him trouble not long
before. The cop has been fired and may face charges. I expect there
will be lawsuits.

Leave it to you to defend utterly horrible police work.

From the article: "The officer believed the car the boy was in was a
vehicle that had escaped him the night before." Defunding the police
won't fix this, getting rid of shit cops will.
