I was going to guess India because India was long notorious for its poor
people crapping in the open - the homes of many poor people don't
include anything resembling a toilet - but I saw a video the other day
where the prime minister had declared the problem solved as of a few
years back. That pretty much leaves California as the only viable guess.

In my province, I was told by someone who seemed quite confident of his
facts that if we get convicted of public urination, we get put on the
sex offenders registry - presumably for life - and can never do any
number of jobs ever again because we wouldn't pass a "vulnerable sector
check" due to our presence on the sex offenders registry. That includes
teaching children, driving a school bus, coaching a sports team, etc.
etc. Imagine loosing your livelihood because you'd had to take a whiz
but were miles from a public washroom so you went behind a bush in the
countryside.

Did I mention that public washrooms are increasingly difficult to find
in this province? You can't even count on gas stations to have them. I
know of at least two gas stations, one that I used regularly, that had a
washroom only for staff members but nothing for customers. As for places
that serve food, many make it a policy to only lend the washroom key to
paying customers so you have to buy something if you want to use the
restroom. I don't really blame them though: it's not that rare to find
junkies injecting heroin in public washrooms. (I saw someone injecting
something at an ATM a couple of years back.) Last year, someone going to
use a port-a-potty found a dead junkie inside when he opened the door.
