The needle "exchange" issues 2 new needles for every needle
turned in, it also issues "emergency" packs of 10 needles,
with armband, cooking spoon, etc. These new needles haven't
prevented used and uncapped needles from being littered
everywhere. Not mentioned is that some of the bare needles
are tipped with HIV and hepatitis. "Security" at the
Illegal By State Law Needle Exchange is used to protect a
thief taking and breaking a camera, not for providing
security, kind of like security for a Drug House.

Why doesn't the DEA shut these places down?
