ELBRIDGE COLBY: I think that's an excellent question. And I think the right place to start. In fact, that's kind of how I start my book. I would say the states that are threats and the entities that are threats, you know the terrorist threat better than anybody, they haven't really changed all that much. It's more that the scale has changed, particularly because of China. If we go back to the basics, which is one of the things I tried to do in my book, what is American foreign policy and particularly defense policy given it's about, war and peace and loss of life and so forth. What is it fundamentally about? I think it's about the American people's security, freedom and prosperity. Long story short, I think our basic goal is what I think of as an anti-hegemonic one, which is basically we don't want any country or entity to be able to be so dominant in the international system that it could impose its will on our on our way of life and really undermine our way of life. If we look at the world that way, by far the most significant challenge of that happening is China dominating Asia, because Asia is going to be upwards of 50% of global GDP in the coming years. It's kind of the center of the world again after half a millennium. And China's by far the strongest state.

The most consequential plausible threat to the American people—in
terms of the devastating consequences if it does happen—is the use of
weapons of mass destruction against the United States. Any nation or entity
that possesses a nuclear weapon could do the most grievous damage to the
United States; it might also be able to achieve comparable damage with
biological or possibly other novel weapons. The United States therefore
needs a defense posture able to deal with the threat those who possess these
weapons pose. Again, because perfect defense is impossible against the
nearly infinite ways such weapons might be employed, deterrence is
generally a critical element of any sensible strategy for dealing with the
problem. And because of their unique destructiveness, promptness, and

BTW, I am NOT condoning what has been suggested. But the reality is, sometimes difficult choices have to be made in the real world in order for long term survival.

Only in the past two years has the US fully grasped that semiconductors are now as central to modern economies as oil.

In the digitizing world, power tools commonly come with Bluetooth chips that track their locations. Appliances have added chips to manage electricity use. In 2021, the average car contained about 1,200 chips worth $600, twice as many as in 2010.

The supply-chain crunch that created a chip shortage brought the lesson home. Auto makers lost $210 billion of sales last year because of missing chips, according to consulting firm AlixPartners. Competition with China has stoked concerns that it could dominate key chip sectors, for either civilian or military uses, or even block U.S. access to components.

Now the government and companies are spending billions on a frenetic effort to build up domestic manufacturing and safeguard the supply of chips.
