If I recall correctly from back in the 80s (when my dad and I were both
separately doing defense contract work), Phoenix was a pretty high priority
target because of our military bases and industry that the enemy wanted to
take it out (for some reason they didn’t like Revlon). Our assumption of
their evil plan was that the godless Russkies would sneak a sub up the gulf
of California as far as they could, and launch from there and 15 minutes
later, we go kaboom. That’s what the air raid shelters were all planning
for. Of course, what they intended to do was save all the bureaucrats and
let anybody who worked for a living die. Hundreds of beds in underground
bunkers, waiting to save the bureaucrats.
