No, context matters. E.g., listing someone's ethnicity on a medical
form is different from listing it on a job application.

The fact is that extolling the virtues of the dominant majority race is
likely to be viewed as "racist" against minorities ...whereas praising a
minority is likely to be viewed as mere self-esteem building. And, in
the public arena, it's not what you say but what people hear.

But the odds are that a stranger who says such a thing DOES have evil
intent. Then, if you know that that's how you'll be misconstrued, but
say it anyway, then your actual innocence isn't a a complete given.
