Backstory of course is he was a cop who died in the line
of duty, Peggy needed a job, and Joe hired her.

I know there were pictures at times, but did he ever
show up (perhaps in flashbacks?).

I think so. See "Medal for a Hero," where the husband is played by
Terry Carter. I think there was at least one other appearance, but the
husband was played by another actor.
