So a kid who wants to bring a gun to school need only wrap it in a
sweatshirt and put it in his clear plastic bag.

A kid bringing a gun to school is very likely not to be smart enough to
even do that.

But seriously, have these people not heard of metal detectors? I thought
those were pretty much standard in US schools....

Yeah, I'm not sure why they are requiring clear backpacks if they
either have security guards doing a check on all belongings or a metal
detector. As pointed out it's entirely possible to either hide a
weapon in your clothing or wrap it before putting it in a clear
backpack. Kids that have decided they need to carry a gun will find a
way around these requirements if there is one.
