What can be fixed? This isn't an IT issue. The website that was printed on the
license plates was legitimately sold and now belongs to a gambling site.
There's nothing the IT department can do about it.

There seem to be only three options here:

(1) Leave it as is and just live with it.

(2) Exercise the state's eminent domain power and have ICANN cancel the
Filipino casino's domain registration and transfer ownership of it to the
State of Maryland. This will likely be a very expensive proposition for
Maryland, as they'd essentially be buying a casino, and depending on how much
that casino makes, its value could be pricey.

(3) Recall all 800,000 license plates from the people who have them on their
cars and issue them new ones that don't have the gambling URL on them.

Nearly 800,000 license plates registered in Maryland include a web address
that inadvertently links to a Philippines gambling website, FOX 5 Baltimore
reports.

The plates, which were initially designed in 2007 to commemorate the War of
1812, include the url: www.StarSpangled200.org, which links to
www.globeinternational.info, a website that includes a graphic touting itself
as "Philippines best betting site" with online casino options. Online records
obtained by FOX 5 Baltimore show that Star-Spangled 200, Inc., a nonprofit
group that aimed to raise funds for bicentennial projects and events,
dissolved in December 2016, nearly a decade after the website was first
included on the license plates.

"The MVA does not endorse the views or content on the current website using
that URL, and is working with the agency's IT department to identify options
to resolve the current issue," the Maryland Motor Vehicle Administration said
in a statement obtained by FOX 5 Baltimore.

Domain registration records showed that ownership of the url was last changed
in November 2022. The MVA told WBALTV that 798,000 War of 1812 license plates
donning the url are currently active in the state of Maryland.

The agency said its IT department was continuing to work toward identifying
fixable options in relation to the issue.

I can't imagine ANY reason for a URL of any sort being on any plate no
matter how virtuous it might be.

Everybody knows where they get their plates from and it's not
particularly a URL they need to regularly reference. After all if you
REALLY need to look it's easy to Google "<jurisdiction name>
department of motor vehicles" and in my case the URL is on the back of
my driver's licence which 99.9% of days gets ignored.

The last time I checked I checked only for the expiration date - which
here is always your birthday every 5 years so the only thing you have
to check is 'which year?' (which for me is this year so it's only a
big deal if I forget)

So I'm not all sympathetic to the state of Maryland - they did
something unnecessary and are getting burned for it.

The backs of our drivers licenses are covered with stickers that say that,
even though the front of the license says the license is expired, the
sticker means it’s really good for another X years. And they hope that you
don’t get shot in California by a cop who doesn’t know that.

My state has had some "tourism website URL" on its plates since 2011.

We changed plate designs last year and I covered that URL up with the
county sticker, if they want free advertising they can get it from
other people.

Ohioans are able to legally bet on sports, creating a potentially billion-dollar industry that could yield tens of millions in tax revenue for Ohio schools.

You can’t escape it. Legalized sports gambling ads in Ohio have become as common as soda pop promotions. They’re on social media, television, and radio, tempting fans to place a bet on their favorite team.

Sports betting was a huge hit in Ohio right out of the gate, as consumers wagered more than $1.1 billion in January — the first month the activity was legalized in the state.

Sports betting is legal in 36 U.S. states, said Forman, and Americans spent about $93.2 billion on sports betting in 2022

About three-fourths of adult Ohioans gamble — or more than 6.7 million residents, according to a 2019 report by the Ohio Department of Mental Health & Addiction Services and Ohio for Responsible Gambling.

Only New York has had a bigger first month for online gaming than Ohio has,.. Just in its first month of operation, Ohio is probably comfortably one of the top four sports betting markets in the country.

Calls to the Ohio Problem Gambling Helpline tripled in January compared to last year and following the legalization of sports betting in Ohio.

If it's just a URL, at least it's a sort of "opt-in" advertising, vastly

As that language isn't necessary for safety nor administration of
vehicle title and registration, can the vehicle owner make a
successful argument in federal court that it's compelled speech and
doesn't meet strict scrutiny?

Didn't someone try that with New Hampshire when it put the state motto
("Live Free or Die") on its tags? I don't think they were successful.

owner.

Wooley v. Maynard, 430 U.S. 705 (1977)

Maynard was fined repeatedly for covering up the motto. He argued that it
was compelled speech and he didn't share that belief as he was a Jehovah's
Witness. He was fined on multiple citations and, on the third trial,
he was sentenced to 15 days in jail.

He won at a three-judge panel which ordered the state from enforcing the
law against him.

The Supreme Court upheld the panel, 6-3. Burger opinion. Burger's
summary: whether the State may constitutionally require an individual to
participate in the dissemination of an ideological message by displaying
it on his private property in a manner and for the express purpose that
it be observed and read by the public.

The First Amendment protects the right of individuals to hold a
point of view different from the majority and to refuse to
foster, in the way New Hampshire commands, an idea they find
morally objectionable.

As precedent, he cited West Virginia Board of Education v. Barnette
(1943) which found a compelled flag salute law unconstitutional.

Tennessee has had this "In God We Trust" thing on the plates going on
for many years.

But you can get a plate without that religious motto if you desire,
guess they didn't want to tangle with the ACLU.

I have a custom plate now (kept my old 6-character plate I'd had since
2006 instead of the new 7-character plates) so "IGWT" isn't on there by
default.
