Legally, yes he could. Socially, it would’ve been considered
rather eccentric. But not necessarily wrong.

Of course. There has never been any law in the UK banning inter-racial
marriages. It almost certainly would have been socially unacceptable
though.

I'm not sure it would have been an issue in 1851 anyway as I doubt there
was too many coloured people in the UK back then, but I haven't gone back
in my time machine to check...

By 1800 it’s estimated there were about 15,000 black people in London and
5,000 more scattered across the country (mainly in cities). London had
about 1,000,000 people at this time so 1.5% of the population or about 1
person in 70. “Racial crossings” were fairly rare but they did exist,
usually in working class communities. Such relationships did face racism,
of course.

Of course, people returning from the far reaches of the Empire were more
likely to be in a mixed relationship. In New Zealand there was even an
official policy of “racial amalgamation” in the early Victorian era when
white and Māori were encouraged to intermarry.

Over here 'coloured' people were mainly found around the dock areas of
the big cities, so I assume something similar for the UK.

(Although back then - 1801 onwards - our cities and ports were part of
the UK.)
