Apparently. I just got off the phone with Netflix support and got the
exact same result. I just don't see how they are linking my visit to
the webpage to my account since there was no input on my end. I suspect
the whole email and go to this link is male bovine digestive end product
and they are just going to semi-randomly mail out extra discs regardless
of whether you "signed up" for them or not.

At any rate apologies for being a pain about it with you.

No worries. When you click the link and you are taken to the page you
should also already be logged into your account. So they know. I'm
guessing they use cookies. It's not uncommon to register for something
just by clicking a link without having to do more. If you already have
an account, then they already have your contact information. It is
random, but only for people who click the link to sign up.

Well, at this point I may be "signed up" three or four times. Maybe
I'll get 30 or 40 extra discs. :P Actually I'll have to think up some
titles to tack on to my queue. I've been burning thru my queue and am
down from 200+ when the End was announced to 32 at the moment with 8 in
the mail to me.
