If a seat in the House of Representative in Congress is vacant, there is
a special primary and special election to fill it for the unexpired
term. The Senate was different. If there was enough time till the end of
the six year term, the unexpired term would be filled at the next
general election; the governor would make an interim appointment.

A federal court decision threw that out. Now there is always a special
election held and it won't necessarily be held at the next general
election unless it's close to the election. The governor still makes an
interim appointment, but for a much shorter period of time.

This is no longer the case due to a federal court decision. The governor
makes an interim appointment but there's now a special election that's
not usually at a general election. See my other followup.

In the US there's no federal commission. The state legislatures, or
maybe state commissions, who do the redistricting.
