It's difficult to tell from the couple of photos I've seen, but it
looks like the netting is only a few feet below the bridge railing.
That makes it pretty pointless - someone jumps off, lands in the net,
then simply crawls to the edge of the net and jumps off again anyway.
At best it gives them a few extra seconds to change their mind.

They studied such a net system for the Vancouver Lions Gate Bridge
(also a suspension bridge) but never built such a thing. Don't believe
they ever said why but perhaps Rhino has a link I didn't see - this
would be about 5-10 years back.
