tool that just requires opening a webpage. Upload a photo and within
seconds if it ever appeared on any internet site(s) the program will
show you where and when

Again, the LOC doesn't know who is in the picture. I don't see why an article about Norvus which had plenty of pictures would just grab some random picture and claim that it's him. More likely the LOC just didn't have any other info on it, or the staff there had no idea who Jimmy Drake was. I know the people who run the African American museum in DC don't know shit about the history of black music, as they did not put up displays of any R&B acts unless they had pop chart hits.

It comes in because instead of typing in words looking for an image you are putting in an image and looking for words about the image,

I use https://images.google.com/, which, in addition to allowing you to upload a photo, allows you
to enter a URL for a webpage that has a photo.

I found Rick's YouTube link in a different way. Bruce's original
link, <https://i.ytimg.com/vi/09Zs182BBOE/hqdefault.jpg>, is to a
YouTube image, and the "09Zs182BBOE" section of the link is eleven
characters long. Eleven characters is also the length of the "view"
portion of a YouTube video link, so I pasted those eleven characters
into a YouTube video link, replacing the original eleven characters,
and the result opened the Nervous Norvus video.
