We've had two mentally handicapped Doctor's since 2017, Whittaker and
Gatwa. How is a physically handicapped Doctor supposed to run from
Daleks and Cyberman, and why can't he go to New^n Earth and get himself
fixed, or regenerate?

built-in missiles... and motorised wheels that can go faster

The Doctor doesn't use missiles or guns and it can't climb stairs, can't
go through air conditioning ducts, can't hide in cupboards, behind
curtains, or in the branches of trees, and wouldn't let the Doctor
freely move around the inside of buildings or press buttons on large or
high control panels, even the ones inside the TARDIS. It's a totally
stupid and absurd idea invented by woke retards who don't even watch
Doctor Who to begin with an want to do everything they can to destroy it
for its viewers who they can't stand because they have something they do
not.

In ‘Seeds of Death’ he makes a homemade heat ray weapon out of
a couple of dustbin lids and uses it to kill Ice Warriors. Does
that count?

He also makes a bomb in ‘The Chase’ but it only kills one Dalek
so it’s probably not worth mentioning.

He shoots inanimate objects in ‘The Visitation’ and ‘The End of
Time’.

It didn't stop him using weapons to shoot Ogrons, Cybermen,
Giant Rats (etc.) You said The Doctor didn't "use" guns, so
clearly you were wrong!

Of course, it's a weapon... which some like to say The Doctor

That Dalek mutant had a family, as all Dalek mutants are
related. Losing a family member to terrorism can be traumatic.

In all fairness, I'd expect a bit of flexibly in six decades of
storytelling. Some people prefer revisionism though...
