I don't see any reason why they would go back to two tribes given that
three tribes gives them more material to work with. Plus it's harder
for someone to hide in the smaller tribe size.

Fans don't like three tribes because it's too hard to follow and you end up missing out on a lot if one tribe is really bad. It's one of the few topics where most fans seem to be on the same page. I realize with 18 players they're forced to do three tribes to avoid a gender imbalance but would it kill them to do alternating seasons with 20 players like they used to? The budget cuts must be pretty deep given how they're cutting back on everything.

If the gender imbalance is the problem they could always do a
rebalance after so many episodes (if one team is losing all the ICs.)
While it throws a monkey wrench into the plans of the players and
forces the viewers to reconsider how the players are doing it does let
the producers keep one tribe from dominating.
