Waaaaaaaaayyyyyyyyyyy late to the party, here, but I was searching
something else and ran across your post. This sounds a lot like JUSTICE
LEAGUE OF AMERICA #131 AND #132, from 1976.

https://classiccomics.org/post/304344

.....has interior art showing a kid making a purchase with what
we would later call a "debit card."

Off topic but... what's the history of covers where
a row of characters faces another row of characters?

A month /later/ - roughly - this appeared:
<https://www.marvel.com/comics/issue/12415/uncanny_x-men_1963_100>

It could be before comics - I think I've seen stylised paintings of
battle scenes where for instance a long row of mounted horsemen
faces a similarly equipped enemy.

And, not quite the same thing, some of Busby Berkeley's "choreography":

I don't know if this is the first, but in Marvel's AVENGERS
they had a "face-off" with the Masters of Evil early on.

https://www.comics.org/issue/19102/cover/4/? (#15, April 1965)

Baron Zemo has already fired his weapon, so is this actually a
"melee cover?"

By Sept, 1967, we have JLAers and JSAers charging each other
in opposite lines, pre-clash.

https://www.comics.org/issue/21254/cover/4/ (JLA #56, Sept 1967)

The Mighty Avengers faced off against the Children of the Atom
in their June `68 issue.

https://www.comics.org/issue/21935/cover/4/ (#53)_

Then it was the old vs the new rosters of Earth's Mightiest Heroes,
in King Size Special #2, in September!

https://www.comics.org/issue/22165/cover/4/ (Annual #2)

The Assemblers confronted the evil faux-JLA in 1969 (#70)

https://www.comics.org/issue/23094/cover/4/

The 1973 JLA-JSA team-up took place on "Earth-X,"
home of the Nazi-smashing "Freedom Fighters," originally
published by Quality Comics Group. Of course, titans
had to clash!

https://www.comics.org/issue/26843/cover/4/
{JLA # 108, Nov-Dec ish)

The Titanic Three, +1, give it a try vs some Marvel heavy hitters......
and Hawkeye:

Here's two lines of infantry about to engage:

https://www.historic-uk.com/HistoryMagazine/DestinationsUK/The-Battle-of-Culloden/

The line of characters confronting each other is a sub-trope here:

https://tvtropes.org/pmwiki/pmwiki.php/Main/MirroredConfrontationShot

I left out the "characters lined up on either side of a grave" covers,
and "melee covers," where the heroes and villains (or, often, two
groups of heroes) were already whaling on each other. There was also
"our intrepid band heroes, surrounded by the bad guys, about to strike!
