Very high - Hughes PROBABLY keeps the US out of WW1 which doesn't
prevent Russian collapse and likely means a German victory in 1917-18.
That PROBABLY does mean a Soviet coup against a provisional government
but a shorter (or no) civil war.

The REAL WI would be if Kerensky survives and DOESN'T make a
Brest-Litovsk type peace

What makes you think that Hughes would keep the US out of World War I?

No problem is insoluble in all conceivable circumstances.
