G.I. JOE AND THE TRANSFORMERS issue #4 is entitled "...All Fall Down!"  The same creative team was used for the entire mini-series: Michael Higgins served as writer; Herp Trimpe drew the pencil art; Vince Colletta inked the art; Joe Rosen was the letterer; Nel Yomtov colored the artwork.  

This issue was printed on December 30 1986, less than a month after issue #3, with a pull date of February 1987.  The pull dates were consistently early for this crossover for some reason.  This issue was printed about the same time as TRANSFORMERS #27, but it was being pulled at the same time as TRANSFORMERS #25, which was on newsstands for a few months. Weirdness.  

The cover is a pastiche which shows Power Station Alpha displayed prominently in the background, Autobots like Superion and Omega Supreme and Blaster standing off to the side, Joes like Hawk and Scarlett and Snake-Eyes primed for battle, and Cobra agents Serpentor and Dr. Mindbender and the Baroness prominently in the foreground.  

As the issue opens, the Ark experiences tremors as the might of Power Station Alpha has been unleashed.  Omega Supreme and Blaster stand there, monologuing and deliberating on how to deal with the threat.  Down below, the much smalle Joe and Cobra forces also react—Zartan barking at the Dreadnoks, Serpentor still making it clear who's really in command, and Wild Bill and Slipstream and Ace grousing about having to partner up with Cobra.

Blaster posits the idea that since Power Station Alpha has been tampered with by the Decepticons, the possibility exists that it may now possess a level of machine intelligence, and that simply destroying it may not be an option.  Previous TRANSFORMERS stories scripted by Bob Budiansky established that the Creation Matrix is the only way to bring new Transformers to life, so it's odd that this would even be a consideration.  Alpha itself has been converted into a drilling machine, capable of burrowing deep into the Earth and unleashing forces that will tear the Earth asunder.

At the Decepticon base, Shockwave is making plans to return to Cybertron to await the glorious shower of energy resulting in Earth's destruction.  Wanting to tie up loose ends, Bombshell asks what will become of Dr. Mindbender, and Shockwave authorizes him to dispose of the Cobra agent however he chooses.  Bombshell is delighted at the prospect, and is already thinking about injecting him with a cerebro-shell and forcing him to rip himself apart.  The Baroness arrives and blasts Bombshell from behind, stunning him and forcing him to revert to his much smaller insect mode.  Mindbender collects him with the intent of dissecting him later.  These two are two halves of the same coin—both positively depraved!  They head to Seattle to regroup with the Joes.

At Fort Lewis, Ratchet has been summoned to help with the reconstruction of Bumblebee.  Mainframe has attempted a reconstruction of his body, but he can only get so far without some Autobot expertise.  (At one point, Mainframe calls him "Dr. Ratchett," which is a bit of the on-the-nose reference to the character from One Flew Over the Cuckoo's Nest that Ratchet was actually named after.)  "There is a certain logic to what you have done," Ratchet muses, looking over the half-assembled Bumblebee, "but it would seem some modifications are in order."  So, basically, the only reason Bumblebee gets turned into Goldbug is because the Joes are incompetent and can't figure out how to put Bumblebee back together properly!

Mainframe is also analyzing the cerebro-shell removed from Tony Duranti's brain.  When he pokes and prods at it, though, Bombshell's inert form appears to react to the invasive procedure.  At one point, Mainframe manages to trigger a transformation, and Bombshell reverts to his full size and weight, crushing the tabletop that Mindbender has placed him on.  

Elsewhere, Hawk is summoned to deal with the Power Station Alpha situation, but his thoughts are still on Barbara Larkin and her betrayal.  He gets in touch with Blaster and Serpentor, who are on opposite sides of the fence.  Blaster is unwilling to destroy Alpha if there's a chance it's an intelligent creature, while Serpentor dismisses the idea as absurd.

Back at Fort Lewis, Ratchet has finished making the needed modifications to Bumblebee.  He's a little upset that modifications were made, at first, but he's grateful to still be alive.  He chooses a new name for himself, one that will command a bit more dignity and respect, and says from now on he wants to be referred to as Goldbug.  

Honestly, this mini-series is largely inconsequential, and it's not even required reading in order to understand the TRANSFORMERS comic book—with the exception of the Bumblebee/Goldbug story arc.  Bumblebee disappears for a little while from TRANSFORMERS but suddenly pops up as Goldbug in issue #28, so it was devilishly clever of the editors to decide to depict Bumblebee's character transformation within the context of this mini-series.  Doing so probably ensured sales they simply wouldn't have gotten otherwise.

We'll see later that all the Throttlebots share the same basic design, and have some design similarities to the Battlechargers—two wheels on each foot, a vehicle cabin for a chest, and a trunk backpack.  Interestingly, while Goldbug appears in these pages in his standard Throttlebot character design (the same one appearing in the cartoon series as well as his TRANSFORMERS UNIVERSE profile), in the actual pages of TRANSFORMERS, he'll be drawn like Bumblebee, only with a different head design.

The head design for Goldbug is also worth talking about.  It's directly based on the head design for the Bumblebee toy, so there's some visual continuity between the Hasbro versions of Bumblebee and Goldbug.  However, the media version of Bumblebee looks almost nothing like his toy.  He was drawn with oversized individual eyes and a cute little face, with a nose and mouth, rather than the mask and visor of the G1 Bumblebee toy.  The media design for Goldbug, however, plays it far closer to the vest, and is very accurate to the look of the Goldbug toy.  What this means is that Bumblebee goes from being a cute, affable Autobot with an approachable, friendly face to having bug eyes and a mask that covers his entire face.  It's a very different look for the character.

Hawk contacts the Joes with the new plan.  After conferring with Blaster and Serpentor, they all agree that Alpha has likely developed only limited intelligence, and may not be able to detect a tiny craft with the intent to enter and sabotage it.  Scarlett and the Baroness are elected for the task, and Goldbug offers to join them.  Elsewhere, the Autobots and the Joes and Cobra intend to keep the Decepticons busy.

The assault team arrives at the island, but it appears to be nothing but a construction site filled with heavy machinery.  However, the Decepticons launch counter-measures as Starscream, Thundercracker, Skywarp, Ramjet, Thrust, and Laserbeak take to the air.  (All three 1984 Decepticon jets are currently dead, so this should not be possible.)  Furthermore, the seemingly innocuous construction vehicles are in fact the Constructicons, who combine together into Devastator.  (Shockwave only cites five of the Constructicons' names here, leaving out Scrapper.)

As Goldbug and Scarlett and the Baroness approach Power Station Alpha, the Joes at Fort Lewis realize they may be able to manipulate the cerebro-shell used to control Power Station Alpha.  Dr. Mindbender proposes to boost his own brainwaves with a cybernetic helmet in order to accomplish this.  Outside, the Aerialbots spot Devastator, combine into Superion, and collide with him in mid-air.  During the aerial battle, Ramjet is gunned down.  It's uncertain as to his fate (it's less obviously fatal than poor Dirge), but Shockwave admits they're suffering heavy losses.  

Goldbug gets Scarlett and the Baroness close to Power Station Alpha where they rappel up the surface of the machine and plant explosives, just in case they decide to detonate them. Scarlett takes note that it's already radiating more energy than they realized, and that the loss of life will be catastrophic if it's destroyed on Earth.  Mindbender directs the power station to launch into space, and Baroness reveals that she has taken the initiative to destroy the power station, regardless of what the others have decided.  "One loose end to be dealt with!" she says callously.  

At the island, Superion manages to fire a shot that disengages Devastator back into the Constructicons. This seems to turn the tide of the battle, and Serpentor elects to break the alliance and retreat.  The Joes are more than happy to their separate ways as well, and Blaster advises them that their age-old war is "a situation that need only concern the Transformers" from now on.  

Hawk observes as Senator Larkin is taken into custody, but then an unknown assailant with a sniper rifle guns her down.  Hawk is, understandably, distraught.  It's incredibly unclear who actually pulled the trigger.  We see Baroness watching from a closed window, and she's delighted to watch it all go down, but it's not her.  Somebody calls out "he shot her!" and the two military personnel have apprehended somebody with his dropped gun on the ground, but the artwork and coloring make it awfully difficult to discern who it actually is.  

Outside, Tony Duranti watches as Power Station Alpha explodes, runs inside to tell his mom, who promptly dismisses it and tells him not to make up stories.  Because, you know, nothing strange or unusual has ever happened to these people whatsoever.  Tony learns never to come to his mother with problems again.  Or, at least, that's what I would assume.
