No.

Also: as I commented - this seems to contradict
previous statements by Dogbert that he is the
avatar of the comic's owner, Scott Adams.
Scott Adams controls the comic without needing
to "hack the simulation".
<https://dilbert.com/strip/2019-10-12>

I see that on that occasion, I expressed doubt
that Scott Adams lives in the same universe that I do.

On the other hand... can an "avatar" act independently
of the entity of which it is an avatar? Is it possible that
Dogbert has broken free of Adams's control?

No. (To the second question. On the general point...
the 2019 comic comments also had some weird
speculation about Jesus......)

I just read a story by Mercurio Rivera called Beyond the Tattered Veil of Stars on this very theme. Someone invents an earth simulation and finds that lizard people are very good at solving problems like Global Warming and Cancer, so she keeps giving them more problems to solve.....
Perhaps a little silly at the end, but I recommend it. I like Mercurio....

Harlan Ellison was on the staff—the only TV series he never quit. But he
had a couple of cameos, too, and a couple of story credits. His title
was a newly-invented one, “Conceptual Consultant”, described as the man
responsible for telling Joe Straczynski to do a better job whenever
Ellison thought he was slipping.

Another big fan of B5 was Howard Stern. When Warner Brothers heard about
it, they offered to send some cast members to do his show, but he
demurred, because his persona would require him to mock them, and he
didn’t want to mock them.

One more was the legendary NYC DJ, “Cousin” Bruce Morrow, who had a
perfectly straight cameo as the XO of the strangely doomed Babylon 4.
