If there actually are any deleted scenes, like the quartering of Ultra
Magnus, I would certainly like to see them. Or at least the audio
recordings of those unanimated scenes. But I bet those would be hard as
hell to find.

As for animating new scenes and inserting them into the film... not a
good idea. Animation is done completely differently now. TF:TM was
cel-animated. Nobody uses cels anymore, AFAIK. Even if Toei animated
those deleted storyboards now, it would look totally different and
wouldn't match.
