Conservation of Angular Momentum is one of those things I can't wrap my head around, but one effect is that tidal friction constantly slows the Earth's rotation, and, as a conseqence, moves the Moon further out. Does this speeding up of Earth pull the Moon back in?!?

This might turn out to be not real, but I suppose we'll see.
It's not on BBC, and I'm discounting "Wales Online" and anyone
else who says the Earth turns once on its axis in 24 hours.
However, that does seem to be the standard in question -
when does midnight come.

And I seem to have missed previous news.

If they're using star sightings from the ground, then
atmospheric disturbance may be enough to spoil that
randomly, a bit. They could be measuring with precision
but not with equal accuracy.

The earth's moment of inertia about it's spin axis is not constant. Atmospheric and oceanic moments,
as well as changes within the mantle can redistribute mass so as to increase or decrease this. Conservation
of angular momentum means that the earth must slow when the moment rises, speed up when it
shrinks. Imagine the textbook example of the spinning skater extending her arms.

The moon is not involved, except in some tiny second-order effects.

The Moon's effect to is slowly, consistently slow down Earths rotation, due to tidal effects.

One other effect is man made: Enough water is impounded in reservoir. That can go either way. Reservoirs at high latitudes speed rotation, while those near the equator slow it.

Misread that as "high altitudes," that would go the other way, wouldn't it? Reservoirs on peaks (preferably, plateaus) slow rotation, those below sea level --but dry-- increase it.

Fortunately for DT and others who want to make their deadlines, there is most room for reservoirs around the equator, less at each higher latitude. Also, as the radius above the Earth increases, you get more room to store, but need more support structure.

The reservoirs in my area are basically at ground level, a bit of a hole surrounded by a bit of a mound, less that 10m high, but the folks around here are conservative.

True. The biggest reservoirs are at high latitude, the Greenland and Antarctic ice caps. The mass
they are losing contributes to slowing the earth's rotation, but then isostatic rebound from the
last ice age is still occurring, and speeds things as mass moves from the bulges to the south
of the former ice sheets to the depressed areas in their centres.

Until this was accounted for, it seemed that those wily Babylonians had been observing solar
eclipses in the middle of the night. With rebound factored in, the Babylonians became
a daylight people, and our estimates of the timing of eclipses were off by about fifteen
minutes (our .ne. me, of course).
