It's a good thing that page is there. I got the joke for age 111, but a lot of them
were puzzling to me.

The explanation for 100 (letter from president) is wrong, or at least
incomplete. For many years in the US you indeed got a letter from the
president when you turned 100. I remember my great-grandfather got
one in 1966 and complained - he was a Republican and didn't appreciate
Johnson! I hadn't realized they had stopped sending a letter, but I suppose
it's not surprising - there's a lot more 100 year olds nowadays.

I went to the explanation page because of God-Empress, but it looks
like it must be a very inside joke since it is both repeated from an
earlier comic and nobody else publicly understands it either.

Perhaps it's a variant on She Who Must Be Obeyed.

Which, IIRC, was the author's wife.

Well, when it wasn't referring to Ayesha, anyway.

In Canada they also have those letters and my grandfather was MOST
negatively aroused when he got one from the then prime minister (since
he had run federally for office twice against the prime minister's
party though he did look forward to for the one from the Queen which
came 15 years after and though he lived long enough was deep in
dementia by then so the family didn't request one.

Who was the first to use that term?

I knew it had been used for a very long time in the Rumpole of the
Bailey books but I'm pretty sure it's been used elsewhere.

(One of the "English as a second language" members of my Toastmasters
club did the "M'sieur - does your dog bite?" "M'sieur that is not my
dog" from the old Pink Panther movies and I thought did quite well for
someone who did it in a language not their own and who didn't have
10-20 years experience mocking the French as Sellers did!)

Probably H. Rider Haggard, "She", 1887, that's where Johnny Mortimer
took it from, anyway.

1886, actually. I was checking to see if it was actually 'King Solomon's Mines',
but it is indeed 'She'.

I looked it up on Bing before typeing that, and it appears to be H
Rider Haggard's /She/.

Hence the reference to Ayesha.

See also
<https://en.wikipedia.org/wiki/She_Who_Must_Be_Obeyed>
And various references to
<https://en.wiktionary.org/wiki/SWMBO>
Which page notes specifically _She_ of course and
John Mortimer's original TV show _Rumpole of the Bailey_,
but use expanded amongst those who knew the reference
and who wanted a reasonably funny and short way to write
"wife" on the internet. Although "wife" is shorter.

_Rumpole of the Bailey_ started (1978) just after
BBC radio's _The Small Intricate Life of Gerald C. Potter_
did, which is now often in the "Radio 4 Extra" repeat cycle,
and concerns a married couple of authors with separate
careers and their minutiae. Gerald narrates, and if he fails
to refer to his better half as S.W.M.B.O. before Rumpole
does - I shall try to listen carefully next time - then, despite
the efforts of Ursula Andress, Helen Gahagan, and many
other ladies to bamboozle film censors in the role, it must
have been strangely forgotten.

And so if the PM sent these things out, but only to his supporters, that would
be OK?

I'll point out that the earliest for regular Social Security
commencement is 62. 67 is the full retirement age for some people:

The full retirement age is 66 if you were born from 1943 to 1954. The
full retirement age increases gradually if you were born from 1955 to
1960, until it reaches 67. For anyone born 1960 or later, full
retirement benefits are payable at age 67.

<https://www.ssa.gov/benefits/retirement/learn.html>

For me, full retirement age is 66-six months. You continue to accrue
benefits up to age 70. This is something I have researching of late.
