This is one of those asha'ar that I have been hearing all my life. One of my Urdu poetry ustaads, S M Azhar sahib would quote it all the time.The sh'er is far more popular than the name of the poet.

agar baKhshe zahe qismat, na baKhshe to shikaayat kyaa
sar-e-tasliim Kham hai jo mizaaj-e-yaar meN aaye
