I am _extremely_ dubious that one can bomb tornados into submission
but it's not the wackiest idea I've accepted for the sake of a
story.

This appears to be an idea that has been independently re-invented at least twice that I know of. In SF-ified form it appears in "Masters of the Vortex" by E.E.Smith. Then there is a politician in the style of the small number of politicians who seem to have been born without any filtering mechanism between the fountain of ideas in their heads and their mouths - https://www.newsweek.com/fact-check-did-donald-trump-suggest-nuking-hurricanes-1535171 - my own comment is that the energy in a tornado is much larger than that produced by a basic Hiroshima sized bomb.

Anybody want to rewrite the idea behind Spinrad's "The Iron Dream" based around a different historical character?

Yes, a big enough bomb to actually do the job would probably be worse
than letting the tornado go on.

Sorry, thought it was implied by the fact they keep flying planes
into tornados. The method works fine as long as targeting is up
to the challenge and as long as the planes don't fall apart from
overuse.

I wonder when, in Tuning's universe, crewed tornado bombers are
replaced with cruise missiles?

Maybe planes with pilots are cheaper, like in that
Isaac Asimov story.

The bombs were delivered by toss bombing, see
<https://en.wikipedia.org/wiki/Toss_bombing>. Of course, they were still
flying in a very active storm system which means that the airplanes were
suffering rather extreme stresses. However, I don't believe that that
accuracies measured in feet are achievable without a GPS system and
control surfaces on the bomb.

Hmmm...I wonder if this story was the inspiration for the movie _Twister_ from back in (IIRC) 1996? I ask because the female lead in that movie, played by Helen Hunt, likewise was traumatized at an early age when her father was killed in by a tornado.

Well, I see from Wikipedia that the film had references, if
not influences. To the "Wizard of Oz," that is: some instrumentation
named Dorothy and a dog named Toby (close enough to Toto?).

We have those[1], but a tornado represents special challenges. 'Control surfaces' would have
difficulty providing accurate guidance in the high-wind environment of a tornado. There
are very high winds *outside* the funnel. [Aside: Think of a whirlpool in a draining bathtub.
The bit you can see - the hollow tube - isn't where the water is moving fastest. Same
for a tornado.] Also, tornados aren't stationary targets.

On the theory that a vehicle is less likely to be influenced by wind speeds which are mere fractions of its own airspeed, perhaps a hypersonic missile could deliver the required accuracy (whether you can do anything useful with that accuracy is another question)
