Michaelmas by Algis Budrys

Progress towards world peace under the secret rule of a benevolent

Richard Lupoff thought the first 99% of the book was excellent, but seriously
hated the ending.

Intrigued by your review, I've ordered the book. At the
Thriftbooks site, where I ordered it, the synopsis there says that
the protagonist *believes* he rules the world.

Your review says that he *does* rule the world, as does the book's
Wikipedia page. It would not be a spoiler to tell me which is the
case, as I'm interested in other aspects of the story.

His claim has reasonable foundation. As he discovers, someone else
has techniques of which he was unaware that could present a legitimate
challenge if unchecked.
