George Turner had a novel (The Destiny Makers? Drowning Towers?) in which everybody was given a vaccine and the real effect of the vaccine was to make people sterile (the country was overpopulated). Imagine if that novel had been published now... The Destiny Makers did deal with a big government cover up. Brain Child dealt with a genetic experiment gone wrong and attempts to keep that secret. Brother Termite by Patricia Anthony had some aliens in high government positions who were trying to keep the low birth rate a secret (because they caused it).
