says "you cannot be more than 100% on anything :-D"

Depends on what it's a percent of.

There's baker's percent, where flour is one hundred percent and each
other ingredient is specified as a percent of the flour -- if you want
to make a batter, you might use 200% water.

The website I read that on has been offline at least ten years, so I
probably have that wrong. An undoubted example is the ever-unpopular
"This year's tax rate is 150% of last year's tax rate."
