The isfdb tells me that "Grimm's Story", the original form of _Tatja
Grimm's World_, first appeared in _Orbit 4_, which shoots my long-held
belief that Vinge had most of set on a traveling publisher of pulp SF
specifically to pander to editors of SF magazines.

Doc Smith had a few stories set, at least in part, on water worlds.

"Triplanetary" sent our hero and his maiden to Nevia, where they battled
against not only the "Nevians", but also against the "semi-intelligent
fishes of the lower deeps". The latter actually had some kewl weapons, as
one would expect from Smith.

In _Skylark Three_, the Skylarkers spent a chapter visiting "the
porpoise-men of Dasor", one of whom later traveled with them, and made
the announcement that triggered the Fenachrone emperor into a rash
action.

Caveat: In both of these, the protagonists interacted with the indigenous
population only in locations where the water was pretty shallow.

rather shollow in most places.

I think I heard that one or more of Earth's ancient
supercontinents was pretty swampy. If all over,
and if so, I don't know how that's known.

"The Blue World" is one of Jack Vance's lesser (IMO) novels. Notable in my
case mainly because two of the islands were named after chess grandmasters
of the early 20th century.
