There is a movie version of Ballard's High Rise. Not a great movie, but it fit with the time

IIRC, the wonderful "Ariel" by Steven R. Boyett ends up in the Empire
State Building in post apocalyptic New York City. There is even a
picture of the damaged building behind Pete on the book cover.

Felix Gotschalk wrote _Growing Up in Tier 3000_, which I believe qualifies,
but I haven't read it in forty years or more.

Also, I think that Asimov's Trantor would count, even if it is largely deserted.

If you take cranberries and stew them like applesauce they taste much
more like prunes than rhubarb does.

I am surprised that nobody has mentioned:
The World Inside Paperback – by Robert Silverberg
Each building is 1,000 stories high and has 880,000 people.
The Earth has 75 billion people and they are confined to these
huge residence halls, so there is land available to grow food.
URBMON

citations:

https://en.wikipedia.org/wiki/The_World_Inside

The World Inside is a science fiction novel by American writer Robert
Silverberg, published in 1971.
The novel is set on Earth in the year 2381, when the population of the
planet has reached 75 billion people.[4] Population growth has
skyrocketed due to a quasi-religious belief in human reproduction as the
highest possible good. Most of the action occurs in a massive
three-kilometer-high city tower called Urban Monad 116.
