I didn't actually see it. It could have been presented as either fiction or nonfiction.

All I remember is that American audiences were told in the movie that the spies were working underwater and were aided by having their lungs replaced with sharks' lungs - and sharks don't even HAVE lungs!

I'm guessing it was made pre-1950, but who knows.
