No they didn't, there was no problem to solve. The people (like me) who like to speed will not change because the limit changes. The "safe" people will drive at a safe speed anyway, so they haven't been slowed down. My father for example always delighted in going at what should be the speed limit instead of what it was. He disagreed that 40mph was ok in a village with houses only on one side and would go 30 instead, making everyone overtake him causing danger :-)
