If someone took a windows XP lookalike desktop environment from the
Linux world, and forced it on windows core OS as a replacement GUI
'shell' through some intermediate compatibility layer.... the result
might be a useable familiar windows based product, with none of the
Windows 10 confusion.

It would be windows application compatible?

Hmmm, there's cairoshell but they are heading in another direction.
