Sad to learn that Jean Luc Godard has just died. It was thanks to him,
Patrice Leconte, François Truffaut and others that I discovered that
it was possible to enjoy a film even if everybody spoke in Forrin and
Michael Caine was nowhere to be seen. Thanks for everyhting, Jean Luc.

And his influence stretched into so many other fields: who can forget
Samuel Beckett's Waiting for Godard or The Beach Boys' Godard le noes.
He probably ought to take the credit for Margaret Mitchell's Godard le
vent and there are those who say Leonardo da Vinci would never have
painted La Godardconda without him.

Sadly, (1) he tells me that due to (2) very limited internet access (3)
it will probably be next year, or even the year after, before he is able
to return to us.

(1) I think it would still hold true if I omitted the comma.

(2) I never know (4) when to use "due to" and when to use "owing to".

(3) He has given me a non-specific reason but I prefer not to pass that
on. He may wish to do so when he returns.

I was taught that if you could substitute 'because of' then it's 'owing
to', and if you could substitute 'caused by' then it's 'due to'.

Consulting a game bird and several peninsulas (Partridge and Gowers)
leads me to this:
Due to is an adjectival phrase (because due is an adjective) and so
needs a noun to agree with.

Thus X is due to Y and Z, but not Due to Y and Z X happened.

Owing to is a prepositional phrase: it is permissible to say Owing to XY
and Z X happened.

They both mention Fowler saying in 1926 that the use of Due to as a
prepositional phrase was now common and that "one day either idiom will
beat the illiterates or the illiterates will beat idiom; our grandsons
(sic) will know." Gowers says he thinks idiom is fighting a losing battle.

That ties in with what I think I was taught - that one was used before a
noun and one before a verb but I could never remember which was which.
