When ascribing to a group of people some kind of devilish plan, and
assuming you don't believe that these people are, as a group (or at
least, its leaders in devilishness), are utterly stupid, then:

Would you expect this devilish plan to also be utterly dumb, or
would you expect it to be cunningly sophisticated?
