I am not at all convinced that that is correct.

No part of the tunnel is in any part of London, however defined. The
tunnels were built with taxpayers' money raised from those in living in
what was then Essex and Kent. A sign saying so was prominently displayed.

OK, some of the territory was annexed to "Greater London" in 1965
(Romford, Hornchurch, Havering, Bexley, Bromley, etc), but it was not
part of London at the time of initial building and of course, the bits
annexed by London had dense populations, but the rest of Essex and Kent
were much bigger and had large populations of their own.

London transport may or may not have been responsible for the "Dartford
Tunnel Cycle Service". You cannot, after all, believe everything you
find on the internet.
