Both my kids are adults now so can manage their own mobile accounts. Is it
possible to transfer a mobile account to another person? This is plusnet if
it matters.

You would have to ask Plusnet if you want to stay with them, but perhaps if
they request a PAC they can migrate the number to a new provider like any
other number port, and set the new account up in their name?
