I know there were at least one or two non-UK residents posting here that had
FreedomPass on their Oyster cards. It appears that's no longer an option if your
pass was issued after 2019.

TfL’s terms of service state that anyone who applied for a 60+ Oyster photocard
on or after 1 August 2019 needs to provide proof of your current London borough
address annually - a “non-refundable fee of £10 each year for us to verify your
current London borough address.” A TfL source said the charge had been in place
for several years to ‘ensure that users were still living in London. and
therefore remain eligible to continue to benefit from the 60+ travel
concession’.

I don't think the 60+ Oyster Card (which is neither a Freedom Pass nor a
normal Oyster card) ) was ever available to non-London residents. The £10
residence checking charge was presumably introduced to catch Londoners who
got one legitimately, then retired and moved out of London, but held on to
and kept using their 60+ card on visits to London.

Having a senior railcard loaded on to a normal Oyster card is something
quite different, and not restricted by residence.
