This thread started as a discussion about folders (tm-*.tmp). You
cannot delete a folder that is the current one.

I checked one physical machine and three random VMs, and each of them
have that folder. I figure the other 70 or so Win10 VMs will also have
it. Not sure why yours doesn't, unless perhaps you've blocked Edge.

But working downwards from C:\Windows\System32\ I was able to do so and delete
the 817 folders.
