I've tried recommended .reg files and gpedit.msc changes to solve it
but nothing, so far, has had the required effect. Any suggestions?

So could I, a couple of days ago.
Done the registry and group policy changes, but no effect.
Did SFC /scannow. No luck there.

I'm on 120.2212.3920.0 and so can I. Right click, More, Pin to taskbar.

IIRC you could do it without "More" some time ago.

Another option: Dragging an icon of a running app to another position on
the taskbar implicitly pins it, on the assumption you're putting it
somewhere you want it to say.

Yes, I hadn't realised that either.

"Improved" menus can be a PITA. I've given up on "X for Dummies" books
because just when you think you are going to nail something, it turns
out the menu has changed.

Weird. I get the same for right clicking both on things on the
alphabetical list and on the "tiles". I guess perhaps I have ticked an
option somewhere else in one of the Windows settings to "See more
options" or something like that.

For the tiles I have "Unpin from the start, Resize, More, and
uninstall", alphabeticals are the same without the Resize.

It seems that Windows is ticking and unticking settings for me, just
to help.

Think I'll have a go with "Windows Tweaker" it might make a
difference.
