Considering that going back to two divisions next year means that 10 out of 18 counties know that they will be in D1, and therefore have (on average) an 80% chance of still being in D1 in 2023, compared to a significantly lower chance if they had had to play for their positions next year in the 2021 format as Notts hoped, it's hardly surprising that the former option got the vote.

Better the Conference rather than two divisions simply because it enables more counties to play one another. Even better would be 18 counties in one division playing 17 matches each year.
