Looking at a battery charger from the Amazon warehouse it’s described as
used very good “Item will come in original packaging. Packaging will be
damaged.” Its 28% off brand new price.

That’s like £ 11 can Amazon be trusted or will the item be untested.

I doubt it'll have been tested, just inspected for obvious damage.

I have bought similarly described items from Amazon Warehouse, on the
understanding that if damaged they'll take it back just like any other
(non-marketplace) item.

It says here “All of our products go through a quality check by us prior to
being sold. We thoroughly test the functional and physical condition of
each item and give the product a specific grade before selling it. “

What type of batteries is the charger for? Would you expect amazon to keep a
stack of them around for testing?

It’s for a pressure washer, I wouldn’t expect them to have batteries lying
around to test it on.

I've bought several warehouse items, and they can be a bit hit or miss.
However, if you are not satisfied with the condition, contact their
customer services. They will either collect the item and refund you, or
agree a reduction.

I'd expect that a battery charger either works or it doesn't, which
you'll find out straight away. A few scratches wouldn't matter.

I’m encouraged to give it a shot as all warehouse items have a one year
warranty and returns to Amazon are pretty painless from past experience.

The charger with the discount is £ 39.06 so not hugely expensive and a
quick £ 10.93 saving is worth it on paper.

Even if it goes tits up I’m covered for a year.

I've had things which are either plain faulty (somebody returned it and
Amazon just tossed it on Warehouse to resell it) or missing parts. They
typically under describe issues - all this stuff about scratches or
'packaging might be damaged' when they fail to mention much bigger flaws.

It's fine if you're willing to buy stuff and wrestle with customer services
if it's broken, but I wouldn't do it if you needed the item in a hurry and
can't wait to reorder another one, or you were going to put it somewhere
where replacing a faulty item would be annoying (eg car, plumbing, or
electrical parts where the cost is dwarfed by the time it takes to fit them).

Worst one I ever had was with dabs in 2010, I ordered a B grade TV from
them and it came without the pedestal stand. Absolutely useless.

After reading this I have decided against it...

https://www.amazon.co.uk/gp/customer-reviews/R1NUBX6E0UNQGZ/ref=cm_cr_dp_d_rvw_ttl?ie=UTF8&ASIN=B07JW2TJP1

If they could send an already opened and faulty item to a customer who paid
for a brand new one, then that doesn’t bode well for their warehouse deals.

Instead of totally electrocuting you, it will make 28% more of an effort?
