This has been going on for a while now... On my old 2012 MBA w/Catalina
I can't download apps. If I locate an app in the App store and click on
the 'cloud' icon (i.e. as it's already downloaded on another device) it
switchs briefly to a pale gray spinning circle for about a second, then
switches back to the cloud icon.

If it's an app I haven't downloaded elsewhere and I click on 'GET' then
'INSTALL' it does the same - gray circle for a second then back to
'GET'.

I -think- this has only been happening since I put Catalina on it.
Previously it had Mojave on it, then I OCLP'd it to Monterey, then
clean-installed Catalina. This wasn't happening before this install
(which I did a couple of months ago). I tried killing App Store process
from Activity Monitor, then I tried deleting the two App Store caches I
could find. Didn't help. I'm flummoxed.

Have you tried logging out of the App Store and your Apple ID, rebooting and
then logging back in?

Probably not relevant but presumably a fresh install of Catalina will fully
enable SIP. Use of OCLP modifies SIP - at least it did when I tried it out on
my old MBA a while ago.

That worked! Although in the interim I copied the two apps I wanted
across on a USB stick :) Good that it's now fixed. Thanks.
