My car, which is a red Honda Civic, is according to Service NSW is a
"RED HONDA CIVIC".

Let's say I got the car spray painted to a different colour:

Would I have to tell Service NSW about the change in colour?

And would they have to inspect the car to confirm its colour, in order
to update their records?

In WA change of colour does not require an inspection, you just need to
fill out a form so licensing can update their records. Same for a like
for like engine swap, all that is required is the submission of a form
with the new engine number and some details on the name of the business
or licensed mechanic carried out the replacement and the source for the
replacement (IIRC).

NSW might be different.
