The only way to view or convert wlmp files is with Windows Movie Maker.

That is because WLMP files store all the project related material that
Windows Movie Maker might need to store, but it doesn't store all the
actual media files. It might contain effects, music, and transitions
that pertain to the slideshow or movie, but it only references the
videos and photos.

So you need to install Windows Movie Maker to get anywhere with a wlmp
file. Windows Essentials is the software collection that contains
Windows Movie Maker. However, Windows Essentials has been discontinued
and hasn't been available from Microsoft's website since 2017.

You can, however, still download Windows Essentials 2012 from MajorGeeks
(https://m.majorgeeks.com/files/details/windows_live.html) and other
sites like CNET
(https://download.cnet.com/Windows-Live-Essentials-2012/3000-20418_4-10805747.html);
it includes Windows Movie Maker as part of a larger suite of
applications. It will work with Windows Vista up through Windows 10. Be
sure to choose a custom install if you don't want to install the other
components of Windows Essentials.

With Windows Movie Maker, you can export the project's video to WMV or
MP4 from the File > Save movie menu. Use the File > Publish movie menu
if you need to publish the video straight to YouTube, Facebook,
OneDrive, etc.
