We don't have locos under power in the middle of trains, only at the front,
rear or both.

Until a recent experiment (presumably considered successful if it's now
being repeated) dead locomotives weren't allowed in the middle of trains
either, only immediately behind the powering loco, or at the rear.

The experiment the other week (repeated with this train) is basically to
save shunting. The heavy loaded stone trains run to London with a loco
each; the returning empties don't need to run separately, so get coupled to
save paths. However they still need to be shunted to put both locos at the
front. If one (dead) loco can be left in the middle of the train, it saves
a lot of shunting!

It's still not officially permitted in the rule book, so there must be
special permission to allow this train to run like this.
