"Seismic". That was how Cycling UK described the Welsh government's decision to scrap all its road building plans, and to start afresh with an eye on encouraging sustainable and active transport over car use.

From now on, road building projects in Wales will have to meet four separate criteria which seek to reduce carbon emissions, encourage cycling, walking and public transport use, and improve safety.

It all seems to add up to great news for Welsh cyclists – not to mention the environment.

Cycling UK's head of campaigns Duncan Dollimore called it "a marked shift from other UK administrations’ simplistic and outdated views of building more roads as the answer to all transport woes from congestion to poor air quality.”

He added: “[It is] the most significant change in UK roads building policy over the last 20 years. The proposals are bold in principle and forward-looking as they realise the economic benefit of placing people and the environment at the heart of transport policy."

Writing on the Cycling UK website Dollimore added: "At last a government in the UK has fully accepted what the evidence has shown for decades: you can’t just build your way out of congestion."

"When we build new roads, we make it easier for people to make more car journeys, so we get more motor traffic and the congestion doesn’t disappear - it just returns."

It was a "groundbreaking" moment, Dollimore added, heralding "a fundamental shift in approach to roads investment which other governments in the UK simply can’t ignore."

Sustainable transport charity Sustrans welcomed the announcement, and said Westminster needed to take note.

"Whilst the Welsh Government is reviewing road building schemes to ensure they fit with the need to reduce traffic emissions, the UK Government is spending billions on major road building projects – this must stop," it said.

The announcement, by the Welsh deputy minister for climate change Lee Waters, comes off the back of the Welsh Roads Review.

Waters told the Senedd: "We will not get to net zero unless we stop doing the same thing over and over," reports the BBC. "None of this is easy but neither is the alternative."

A number of major road building projects in Wales have now been scrapped adds the report, including the third Menai Bridge and the controversial Flintshire 'Red Route'.

The four criteria new projects will have to meet are as follows:

- Support modal shift (more journeys walked, cycled or using public transport) and reduce carbon emissions.

- Improve safety through small-scale changes.

- Adapt to the impacts of climate change.

- Provide access and connectivity to jobs and centres of economic activity in a way that supports modal shift.

If the Welsh government had the courage, they could dismantle the two road
bridges over the Severn, and reinforce Offa’s Dyke. Those measures would go
a long way to meeting their goals.

Active Travel Act - Cross Party Group

Purpose

The Cross Party Group on the Active Travel Act is a forum for cross-party policy debate and discussion related to the implementation of the Active Travel Act and the achievement of its ambition of making walking and cycling the most natural and normal way of getting about. The Group will engage with all relevant stakeholders and scrutinise the Welsh Government’s and other bodies’ work on this issue. The Group will also seek to raise awareness of the important role active travel can play in creating the healthy, prosperous, and resilient Wales we all wish to see.

They've wasted *that* much money and are having to recoup by viring from
the rods budget.

More than 75% of households in England and Wales rely upon cars. It'll
be more than in rural Wales, since the score in parts of London and some
other cities is less than the balancing 24% or less.

Just imagine the chaos if we didn't have the M1 and the M6, let alone
the M4 and the Severn Crossings.

Would even the noted nutcase Dollimore advocate their closure, routing
all South Wales to SE England traffic through Gloucester again? And all
South Wales east-west traffic through the centres of Cardiff and Newport.

Yes, but Sustrans are a collection of bus companies. A gathering of
turkey farmers arguing for an extra Christmas.

The Welsh Government has again ripped up the rule book with a visionary approach to transport thinking designed to reduce carbon emissions from transport, that is in stark contrast to other UK governments, says Cycling UK.

The government’s response to the Roads Review, along with its Transport Delivery Plan, also published today, follows a year-long review and sets strict criteria for future roads building.

Future investment for new roads in Wales will now only be granted if plans show they will:

reduce carbon emissions and support a shift to public transport, walking and cycling
improve safety through small-scale changes
help the Welsh Government adapt to the impacts of climate change
provide connections to jobs and areas of economic activity, in a way that maximises the use of public transport, walking and cycling

The government policy was announced in the Senedd by Deputy Minister for Climate Change Lee Waters AM, who said the change in policy was a response to the failure of 70 years of roads building.

“We will not get to net zero unless we stop doing the same thing over and over,” he said.

“None of this is easy but neither is the alternative.”

While Cycling UK still needs to delve into the detail of the Welsh Government’s announcement, the charity has praised the principles behind the news today.

Duncan Dollimore, Cycling UK’s head of campaigns, said: “The Welsh Government’s response to the Roads Review marks the most significant change in UK roads-building policy over the last 20 years.

“The proposals are bold in principle and forward looking as they realise the economic benefit of placing people and the environment at the heart of transport policy.”

Drawing distinction between the Welsh Government and other UK governments’ approach to road building, Mr Dollimore added: “This is a marked shift from other UK administrations’ simplistic and outdated views of building more roads as the answer to all transport woes from congestion to poor air quality.”

A major review of road-building policy in Wales has been welcomed as “the most significant change in UK roads building policy over the last 20 years,” by charity Cycling UK.

On Tuesday 14th February, the Welsh Government released its response to proposals on the future of roads policy in the nation, with a significant focus on net zero aims and the reallocation of road space for active travel.

The review dates back to June 2021, when the Deputy Minister for Climate Change announced a review of new road schemes funded by the Welsh Government.

The Roads Review panel was then established to conduct the review, with membership made up of independent experts in transport policy, climate change, highway engineering, and the freight and logistics sector.

In initial reaction to the Welsh Government’s Roads Review response, Cycling UK’s head of campaigns, Duncan Dollimore, said: “The Welsh Government’s Roads Review marks the most significant change in UK roads building policy over the last 20 years. The proposals are bold in principle and forward looking as they realise the economic benefit of placing people and the environment at the heart of transport policy.

“This is a marked shift from other UK administrations’ simplistic and outdated views of building more roads as the answer to all transport woes from congestion to poor air quality.”

The Welsh Government in its Roads Review has said it will apply four test to all future projects before committing to building them.

Future road investment for projects will be considered if plans will:

reduce carbon emissions and support a shift to public transport, walking and cycling;
improve safety through small-scale changes;
help the Welsh government adapt to the impacts of climate change; and
provide connections to jobs and areas of economic activity, in a way that maximises the use of public transport, walking and cycling.

In its response to the review, the Welsh Government said: “Reducing and re-prioritising our investment on new road schemes and increasing our investment in sustainable modes will assist modal shift, but it will also deliver wider benefits. These include less air pollution, more successful town and neighbourhood centres and a transport system that is accessible and fair for all. We recognise that this is a big and difficult change, that it won’t happen overnight, and it requires us to work collaboratively, across Government and beyond.”
